Strategic Plan for 2021-2025
This strategic plan establishes a shared vision and commitment for a vibrant and forward looking MODY.
It sets out our highest priorities and focuses on the work Council and the staff team will advance to:
- Earn and sustain the trust and confidence of our citizens
- Further enhance the high quality of life residents currently enjoy
- Attract new residents, businesses and innovative partnerships to create opportunities at home; and
- Improve our infrastructure and optimize shared assets with adjoining municipalities on behalf of all MODY citizens
The plan is guided by a refined vision and mission and underscored by a set of values that express our collective commitment to residents at the level of both the elected Council and the staff team.

As the Municipality of Yarmouth moves forward with implementing the Strategic Directions of Economy, People, Governance and Stewardship I feel it is important for our residents to see themselves and their community in the Strategic Plan. Our vision is to enhance the quality of life for our residents, to attract new residents and business, and to work with all partners to continue to create a community we are proud to call home. Accessibility is a large pillar of this plan, it is important on two levels: Residents should have current information and access to Council meetings and Regional meetings, be aware of upcoming events, and feel they can contact us with questions and concerns and MODY will work to address areas within our Municipality that create barriers for participation and a plan to remove barriers faced by residents. MODY’s Accessibility Plan will assist with the goal of an Accessible Nova Scotia by 2030 – and I am very excited to see that happen! - Councillor Sheri Hurlburt
Our new strategic plan highlights the regions culture and heritage while making strides toward building a stronger and more inclusive community. As we begin our reopening and recovery phases of this pandemic our community is looking to build new community spaces that promote healthy, active and accessible communities. Our municipality will look to create economic opportunities through tourism, green energy and an openness to explore any possibility, while supporting our local industries and residents. Past Strategic Goals
The Municipality and District of Yarmouth is party to eight strategies/documents intended to provide direction and guide its work going forward, some extending 20 years into the future and some involving the engagement of other industry, community and government partners – both in decision-making and funding commitment. The Municipality has, and continues to, work with the Town of Yarmouth and the Municipality of Argyle on three key joint priorities; Yarmouth International Airport, Mariner’s Center and Yarmouth Ferry Terminal. In addition, Council continues to make regional economic development a priority through its investment in, and participation with, the Western Regional Enterprise Network.
In order to make the process of implementing these strategies manageable, Council wished to develop a Strategic Action Item Register which identifies what actions will be undertaken, when, and by whom (Administration Lead or Council), consistent with Council priorities.
